Do you expect players to stop cheating when they know that there is a chance that the referee notices or not?

The reason for my question is that if a player cheats to get a result, the referee's decision stays regardless of whether the player gets suspended, instead of the club being penalised. I think if clubs are being penalised for cheating-players, they'd be tough on their players and players would therefore start thinking twice.
