Why doesn't he have when fooling around with me?

I'm 29 he is 38 and he is a bouncer at bar i go to. we liked eachother for 3 years now but complicated situations. we finally are free and kissed one night exchanged numbers and he calls once in a blue when i see him off work he hangs with me and hugs me all night ,yet next few days treats me like i don't matter. so we have made out pionately 3 times now, and he tells me how bad he wants me yet he won't sleep with me and when we got really into it i fondled with his gently and then a little more pionately and he never has an .yet he seems so into everything then he doesn't call till days later or doesnt speak to me till he see's me. i call him but he never answers. during this time he tells all my friends who work there how much he thinks he's falling inlove me. how can this be? i finally got him and everytime we make a step foward he takes ten back. i'm a mom & he told want more kids w/ me and to marry me. yet no and no or phone calls or plans
