What was Israel's plan for forming their nascent democracy?

David Ben-Gurion knew the United Kingdom would veto UN181 in the Security Council. Of course everybody knows that Palestinians left on their own accord at the urging of their leaders. As great as Ben-Gurion was, he was not omniscient nor did he possess the psychic power of precognition. So if he didn't know the Muslims and the Christians would leave, but he DID know UN 181 wouldn't p the Security Council, how did he plan to form a democracy? Afterall the Christian/Muslim Palestinians outnumbered the Jews by three to one, and formed the majority in every district. Even the USA would not have supported Israel UNLESS it was a democratic state. So they MUST have had a plan, nest-ce pas?
